4 steps, one of them a person.
- Step 1
You send the numbers
Percent complete by line, the subs' pay apps and any signed change orders, by the 25th.
- Step 2
Agents draft the application
The G703 rolls forward from last month's certificate. New work, stored materials and retainage are computed per line and carried to the G702.
- Step 3A person checks this
A person checks the math
Every line is compared to the SOV, the subs' billing and last month's certified amount. Waiver amounts are matched to the application before anything goes out.
- Step 4
You sign, we submit
The package arrives before the cutoff. You sign the G702, in front of a notary if the owner requires it. We submit to the architect or the portal and log the payment date.
The forms, the agencies, the deadlines.
- AIA G702 / G703
- The G702 certifies the amount due this period and carries the change order summary. The contractor signs it before the architect certifies it, and many owners require it notarized. The G703 carries every SOV line, work completed, stored materials and retainage to date.
- Owner and architect cutoff
- The contract sets the billing period and the due date, often the 25th for a first-of-month draw. Miss it and the application waits a full cycle.
- Prompt payment
- The contract sets when the owner has to pay. Most states add a prompt payment statute for public work, and many for private work. Federal jobs follow the Prompt Payment Act. We log the due date on every application.
- Retainage
- The contract sets the rate, and many states cap it. The caps differ, so we check the rate in your contract against your state's rule before the first application and flag a rate over the cap.
- Lien waivers
- The waiver in the package is conditional, effective only once the payment clears. The unconditional waiver follows payment. We prepare both for you and each sub, on your state's statutory form where it prescribes one.
- Public owners' billing portals
- Public agencies often take payment requests through their own portal instead of a G702. The vendor record has to be current or the payment sits. We build the request in the agency's format and keep the confirmation.
Notes from the desk
Notes from the pay app desk
Most pay applications get kicked back for one of four reasons. A line's percent complete runs ahead of what the architect saw on the walk. Stored materials are billed without the paid invoice and the bill of sale. A change order is billed before it is signed. The retainage column does not tie to last month's certificate.
We check all four before the package goes out, and we tie every line to the prior application. A line that jumps from 40% to 95% in a month gets a question before it gets billed.
Retainage
The contract sets the retainage rate, and many states cap it. The numbers differ from state to state, so we check the rate in your contract against your state's rule before the first application, not at closeout. We also check what you hold from each sub against what the owner holds from you on that sub's work. We carry retainage per line on the G703, so the release request at closeout is a subtraction.
Lien waivers
The waiver in the package is conditional, for the current payment due, through the period end date. It takes effect only once the payment clears. The unconditional waiver goes out after the funds clear, not before, even when a check is held for it. Where your state prescribes statutory waiver forms, those are the forms we use. Every sub on the application signs one for their own amount. Title companies and lenders ask for the full set at each draw. We keep them in the job file by application number.
When the architect cuts a line
The G702 shows the amount certified next to the amount applied for. The G703 line is initialed with the change. We bill the cut line again next period with the photos, tickets or invoices the architect asked for. The contract, and your state's prompt payment law where one applies, set when the certified amount is due. Where late payment earns interest, we note it on the next application. Notice and lien deadlines come from state law, and many states require a preliminary notice. Missing one can cost lien rights. We mark the lien deadline in the file the day a payment goes late.

Asked on the first call.
Who signs the G702?
You do, or an officer, in front of a notary if the owner requires it. We prepare it and check it. The certification stays yours.
The owner's cutoff is the 20th, not the first. Can you match it?
Yes. We work back from the date in your contract. The 25th is only the default for a draw due on the first.
The architect cut a line last month. What happens?
The G703 carries the certified amount, not the billed one. The cut line is billed again this period with the backup the architect asked for.
Do you handle the subs' pay apps too?
Yes. Subs send theirs to us by your cutoff. We check them against their SOV, collect their waivers and roll them into your lines.
Usually handed over together.
