4 steps, one of them a person.
- Step 1
You send the hours
Timesheets by Wednesday noon, in whatever form the foreman keeps them.
- Step 2
Agents draft the report
Hours are split by job, classification and shift against the wage determination or schedule. Overtime, fringes and apprentice ratios are checked.
- Step 3A person checks this
A person checks every line
Rates, totals and deductions are compared to the schedule and to last week's report before anything is sent.
- Step 4
You sign, we file
The PDF arrives Thursday. You sign the Statement of Compliance; we file to the agency or portal and keep the audit file.
The forms, the agencies, the deadlines.
- WH-347
- Federal Davis-Bacon form for HUD, housing authority and other federally funded jobs. Due weekly, on the schedule the contract sets. The Statement of Compliance on page two is signed by you or an officer.
- Wage determinations
- Davis-Bacon wage determinations are published on SAM.gov and are part of the contract. We check each worker's classification, rate and fringe against the one in your contract.
- State and local prevailing wage
- Many states and some cities run prevailing wage programs with their own wage schedules, forms, portals and deadlines. We file where the contract says, on the form and schedule the program sets.
- Agency portals
- Some agencies and GCs require LCPtracker or Elation instead of paper. We upload in whichever format the contract names and keep the confirmation.
- Apprentices
- Only apprentices in a program registered with the DOL Office of Apprenticeship or a recognized State Apprenticeship Agency, within the program's ratio, are paid the apprentice rate. Everyone else is paid the journeyworker rate.
- Records
- Davis-Bacon payroll records are kept for three years after the work is completed; a state program may set a different period. We keep the file per job and hand it over on request.
Notes from the desk
Notes from the payroll desk
Most rejected certified payrolls we see fail for one of four reasons. The project or contract number is missing from the header. A worker is listed under a classification that is not in the wage determination or schedule. Overtime is paid but not split out by day. An apprentice is on the report without a registration number.
We check for all four before a report goes out, and we check the totals against the prior week, so a crew that dropped from twelve hours to four on the same job gets a question before it gets filed.
Fringe benefits
Fringe benefits are paid either in cash on the check or into a bona fide plan. If they go into a plan, the hourly credit on Davis-Bacon work is generally the annualized amount, not the plan's headline rate. We keep the plan statements in the job file so the credit can be shown when an agency asks.
When an audit letter arrives
Send it the day it comes. We pull the filed reports, the wage rates in force that week, the registrations and the check copies, and draft the response for your signature. Most letters are answered inside a week.
On the page, like everything else.

Who signs the WH-347?
You do, or an officer of the company. We prepare it and check it. The Statement of Compliance stays yours.
A past week was filed wrong. Can you fix it?
Yes. We prepare the corrected report, mark it as a revision and draft the cover note to the agency.
Do you handle the agency's payroll audit letters?
We pull the file, draft the response and the supporting schedule. You review and send it.
Can you do state prevailing wage jobs, not just Davis-Bacon?
Yes. Send the contract and its wage schedule. We prepare the report on the form the program asks for, check it against that schedule and file it where the contract says.
Usually handed over together.
